Motorcycle Kills Slowly Throttling out of 1st gear - Help!!!

Hello,

I'm a somewhat new rider and need to trouble shoot this.  I'm assuming its a flat spot when throttling and the bike needs a carb adjustment.

When its colder out, less than 19 degrees celsius, it seems that my bike throttles weird.  After the bike cools down outside and I try to take it out for a ride.  It stalls when throttling out of 1st gear during a regular start.  

If I do get the bike to move in 1st and then into 2nd, the bike seems to throttle sluggishly for a few miles.  Motorcycle even killed when starting from a stop light.

Does my carbs need to be adjusted or is it just a throttle cable adjustment?

It feels like the bike kills when I throttle only an 1/8 turn to get the bike going.  It happens at the same spot on the throttle, every time.
